Thomson Reuters Foundation Launches Resource to Tackle Human Trafficking

The Thomson Reuters Foundation has launched a powerful new Toolkit designed to help financial institutions fight human trafficking using data. The Toolkit is the product of the United States Banks Alliance, a multi-stakeholder working group convened in 2017 by the Thomson Reuters Foundation. The Alliance includes leading financial institutions operating in the region: American Express, Bank of America, Barclays, BNY Mellon, Citi, Deutsche Bank, HSBC, PayPal, Standard Chartered, U.S. Bank, Wells Fargo, and Western Union. The Alliance, which worked closely with FinCEN, also includes Homeland Security Investigations, the Manhattan District Attorney's Office, Barry M. Koch PLLC and expert anti-trafficking NGOs Polaris and Stop The Traffik.

The Toolkit responds to rising concerns about the growth of human trafficking operations across the United States and around the world. According to estimates by anti-slavery NGO Walk Free Foundation and the International Labour Organisation (ILO), 40.3 million people are trapped in modern slavery worldwide. The trafficking and exploitation of men, women, and children is a vast, complex, and highly profitable global business generating illegal profits of $150 billion a year (ILO, 2014).

"Follow the money and you will get to the traffickers. Financial institutions have a crucial role to play in the fight against modern slavery," says Thomson Reuters Foundation CEO, Monique Villa. "Banks have a lot of data and can provide evidence that will help law enforcement to prosecute those responsible for the most shameful of crimes. Cyrus Vance and I launched the first Banks Alliance in 2013 and we have updated all the potential indicators of human trafficking to make them more relevant to the world today. Traffickers exploit the most vulnerable among us with almost total impunity. This needs to stop."

"There is perhaps no greater disruptive impact on traffickers than through their wallet," says Polaris CEO, Bradley Myles. "The financial fight against human trafficking must be a collective undertaking between diverse stakeholders. Polaris is honored to participate in such a collaborative and interdisciplinary initiative like the United States Banks Alliance. Through this exemplary leadership, traffickers' motivating force – greed – can be turned into a powerful weapon against them."

The Toolkit will be shared on a confidential basis with financial institutions, expert anti-trafficking NGOs, and other key stakeholders, including financial crime compliance standard-setting bodies, national Financial Intelligence Units (FIUs), and law enforcement agencies. It includes a set of potential indicators of human trafficking tailored specifically to different types of financial institutions operating in the United States. The Toolkit also contains an extensive collection of case studies of human trafficking-related investigations and additional resources designed to help financial institutions detect suspicious patterns in financial transactions, customer data and behavior that may be linked to human trafficking and to report them to law enforcement (consistent with all applicable data privacy laws).

"The global economic cost of financial crime is estimated to be in the trillions of dollars, and there's also the incalculable toll on human lives," says John Panagopoulos, US Head of Financial Crime Compliance, HSBC. "Banks have the ability to spot indicators of human trafficking, and that ability is enhanced when banks work together and in collaboration with law enforcement and other organizations. The United States Banks Alliance Against Trafficking Toolkit will help us take action collectively and to greater effect."

"Homeland Security Investigations (HSI) understands the importance of dismantling criminal organizations by tracing and seizing the profits earned from their illicit activities. By preventing these groups from laundering the lifeblood of their criminal schemes, HSI can protect victims of trafficking and, in many cases, provide restitution and offer support services," says Mark Selby, Special Agent in Charge for HSI in Miami. "Partnerships with the private sector and expert non-profit organizations - like the United States Banks Alliance Against Human Trafficking - are crucial to these efforts. Through information sharing and assisting with anti-money laundering efforts, HSI can help the financial sector build typologies focussed on activities associated with human trafficking, which greatly enhances prevention, prediction, and enforcement efforts".

The United States Banks Alliance Against Human Trafficking builds on the success of the original Banks Alliance, established in 2013 by the Thomson Reuters Foundation in partnership with Manhattan District Attorney, Cyrus R. Vance Jr., and a subsequent European Banks Alliance established in 2015. The original Banks Alliance published a set of red flag indicators in 2014 which provided the basis for an influential Advisory by FinCEN and led to an increase in the number of suspicious activity reports filed by financial institutions relating to human trafficking. In 2017, the European Banks Alliance launched a similar Toolkit which was widely endorsed by industry standard setters, including the Wolfsberg Group.

"This Toolkit empowers financial institutions to leverage the vast amount of data at their disposal to identify red flags and help end human trafficking. Instead of allowing the proceeds of these despicable crimes to move through their institutions unchecked, these banks are choosing to tackle trafficking proactively in what could be a life-saving act of good corporate citizenship. Together with our law enforcement and advocacy partners, I am thrilled to work alongside these institutions to stymie the flow of illicit profits and put traffickers out of business," says Manhattan District Attorney Cyrus R. Vance Jr.

Guard1 Inmate Tracking Tag Adds Wristband Removal Detection

Guard1 tags use TimeKeeping Systems' proprietary RF technology to provide real time location and zone based tracking in correctional and behavioral healthcare facilities. 

With its second generation tags, the Guard1 system has the ability to detect wristband removal.  If a tag is removed from an inmate's wrist, Guard1 Real Time software generates a control room alert, with optional notification via text message or e-mail to administrators and supervisors.

TimeKeeping Systems says the tags require no recharging and battery life is four years with wristband removal detection enabled, eight years if disabled. 

In addition to active zone-based tracking, Guard1 tags incorporate a passive RFID tag for reading by mobile devices to document interactions with inmates such as meal or medication distribution.

Guard1 tags can be worn with PrisonProof wristbands or facilities' existing wristbands.  Other tag formats are available, including ID badge and asset tags for tools and equipment.

FN Releases FN 509 Tactical Pistol

FN America LLC has announced the expansion of the FN 509 Series of striker-fired pistols with the release of the FN 509 Tactical, an optics- and suppressor-ready 9mm pistol. The pistol features the company's patent-pending Low-Profile Optics Mounting System that enables the platform to accept more than 10 commercially available miniature red dot (MRD) optics and remain adaptable to future optics releases with no requirement of direct milling of the slide.

"The FN 509 Tactical and the FN Low-Profile Optics Mounting System are another leap forward in the optics-ready pistol market," said John Keppeler, vice president of sales and marketing for FN America LLC. "FN set the trend for factory optics-ready pistols with the release of the FNP-45 Tactical nearly a decade ago and we're set to do it again with this release. From barrel to base plate, the FN 509 Tactical really is the ultimate tactical pistol."

The FN 509 Tactical, an extension of the FN 509 family, is based on FN's submission pistol that the U.S. Army tested for its Modular Handgun Trials, but includes the significant improvements to the design that were implemented in the FN 509. Like the optics mounting system, FN's team of engineers set out to develop the ultimate tactical pistol by addressing the market's existing limitations.

As a result, the FN 509 Tactical features an FN-signature 4.5-inch, cold hammer-forged, stainless-steel barrel with target crown, ½" x 28 threads that accept the bulk of 9mm suppressors available and thread cap with integrated O-ring to prevent loosening during use. Lastly, the 24-round magazines, nearly identical in length to the pistol's slide, are made to maximize ammunition capacity without impacting carry convenience.

The optics mount accepts the majority of MRDs on the market with no need to direct mill the slide, allowing for a low-profile mount and co-witness with the suppressor-height iron sights. The slide cap, for use when not shooting with an optic, has raised sight wings that protect iron sight alignment if the pistol is dropped or jostled, and provides a textured ramp for racking the slide against a belt loop, pant pocket, or boot.

L.A. County Sheriff Announces Inquiry Into Deputies' Secret Societies

Los Angeles County Sheriff Jim McDonnell has launched a comprehensive inquiry into secret deputy cliques and is looking into whether gangs that condone illicit behavior are operating within his ranks, he said Thursday.

McDonnell’s announcement at a meeting of the Sheriff Civilian Oversight Commission comes two weeks after allegations surfaced that as many as 20 deputies at the Compton Station have matching tattoos featuring a skeleton holding a rifle, reports the Los Angeles Times.

A Compton deputy recently admitted under oath that he was inked with the skull logo in June 2016, about two months before he was involved in a fatal shooting, the Times reported.

McDonnell, who was elected in 2014 on a promise to reform a corrupt agency, said he is partnering with the Sheriff’s Inspector General and county counsel to study why the groups form, whether they are exclusive, if members are required to act a certain way, and if they endorse bad behavior.

The Homeless Crisis: Why Service Providers Should Partner with Police

The president of the Portland Police Association recently slammed the city's mayor for his response to the homelessness crisis, calling the City of Roses a "cesspool."

Portland Officer Daryl Turner — who has been a police officer for 27 years — wrote:

"Aggressive panhandlers block the sidewalks, storefronts, and landmarks like Pioneer Square, discouraging people from enjoying our City. Garbage-filled RVs and vehicles are strewn throughout our neighborhoods. Used needles, drug paraphernalia, and trash are common sights lining the streets and sidewalks of the downtown core area, under our bridges, and freeway overpasses. That’s not what our families, business owners, and tourists deserve."

Other cities have similar problems.

San Francisco — where I live and work — is one of the worst cities in America for chronic homelessness, so I routinely bear witness to the "cesspool" of which Turner writes.

As with so many things, in the fight against homelessness, police have been thrust onto the front lines of a war they are ill-equipped to win.

Police in America need help in solving the homeless problem. Sadly, in most places, the help they need is not forthcoming, or when help is there, it's not effective enough.

That needs to change.

A Massive Problem

U.S. Department of Housing and Urban Development estimates that there are more than 553,000 homeless people nationwide, according to data collected in 2017. California alone has an estimated 134,000 homeless individuals. Clearly, this is a massive problem.

What can be done?

Homelessness in and of itself is not a crime, but a lot of things that go along with it are crimes, and citizens rightly want those crimes taking place on the sidewalks in front of their homes and businesses to stop.

Most citizen calls for service regarding the homeless are for low-level crimes such as littering, public urination / defecation, panhandling, public drunkenness, and so on. But many arrests are for more serious matters, such as assault, battery, robbery, car break-ins, illegal drug use, and other offenses.

The trouble is, even for those more serious crimes, the offenders are highly likely to be back out on the street in days (if not hours) of being taken into custody. The whole process begins anew, with nothing really being resolved.

We cannot fix the problem of homelessness through enforcement actions alone. Police are the people being called to deal with the issue at a street level, but they are not the people who have the capabilities to address the root causes of chronic homelessness — the two most common being mental health issues and substance abuse.

According to the Office of National Drug Control Policy, approximately 30% of people experiencing chronic homelessness have a serious mental illness, and around two-thirds have a primary substance use disorder or other chronic health condition.

Officers should be equipped with ways to connect any given homeless individual on any given call for service with the resources that can best address that person's need.

People with mental health issues could then be connected with available health care services.

People with drug problems could then be connected with available rehabilitation centers.

You get the idea.

Here's the rub. It is those providers who should be actively reaching out to law enforcement to let them know what they offer — cops are great at divining truth amid a murky morass of lies, but they cannot inherently know that the building down on 3rd and Main has a clinic offering mental health counseling to underprivileged individuals.

The nonprofit and faith-based agencies that provide services such as family reunification, drug detoxification, family counseling, job training, veterans' services, and mental health counseling have to be better partners to police. They should proactively reach out to police and explain in full what they provide. Those services should be well known to police.

In some places these partnerships are more successful, in part because they have been formalized and codified into organizations like Homeless Outreach Teams, comprised of representatives from myriad stakeholders. These organizations are like an army, with the social services equivalents of infantry, cavalry, and artillery.

Macro, Not Micro

I concede that not everybody wants to be helped. Some people are perfectly content to live under a tarp under the freeway overpass, or in one of the "Tent Cities" cropping up in places like Los Angeles' so-called Skid Row, or the abovementioned Portland or San Francisco. Some homeless are "travelers" — kids in their 20s drifting aimlessly from city to city. Those people will continue to primarily be the police officer's problem.

But I would suggest that many homeless people would accept some form of help.

For example, earlier this week, an officer in Tallahassee (FL) helped shave a homeless man's beard so the man could apply for a job at a local McDonald's restaurant. The moment was captured on cell phone video, and posted to Facebook.

On a micro level, this single interaction may make a big difference in the life of that one man. That may have been is turning point to a better future.

And it was certainly wonderful to know that millions of people across the country got to see the kind of compassion that police officers demonstrate every day in America.

But we need to address the homelessness problem from a macro level, not a micro level.

For that, we need more than an individual cop's kindness.

We need an army.

Suspected Gunman Dead, Officer Wounded in Hawaii Gunfight

A Honolulu police officer was injured in an early morning gunfight in Nanakuli, Hawaii on Thursday. EMS personnel on the scene treated the wounded 47-year-old officer — who reportedly sustained a gunshot wound to the leg — and transported him to a nearby hospital where he is listed in serious condition.

The suspected gunman was shot and killed in the incident, which began when officers were attempting to serve the suspect with a temporary restraining order.

Police said the man was armed and barricaded himself in the home.

At about 0415 hours, "the suspect exited the home and fired shots at officers according to police," the Honolulu Star Advertiser reports.

Officers returned fire, killing the subject.

Florida Department's "Legal Tip of the Day" Wins National Award

The Miami-Dade Police Department was recently recognized by the National Association of Counties — which bestows annual awards for new projects that support responsible and effective government — for its "Legal Tip of the Day" program.

The campaign sought to "refresh officer’s knowledge of laws regarding search and seizure, stop and frisk and the fourth amendment, in anticipation of the launch of the Body Worn Camera program," according to MDPD Information Officer Brian Ballou wrote about the accolade in a Facebook post.

The program — begun by the MDPD Legal Bureau in January 2016 — was based on a very simple idea: send an easily digestible email to officers once a day.

Ballou wrote that the "tips were easy to absorb and hard to forget and packaged with illustrations, photographs or funny memes."

The first tip began, "A search warrant is needed when executing an arrest warrant at a third party residence..."

The emails were so popular that other agencies began asking to be included on the email distribution.

One tip in early April generated dozens of messages from readers. They were disappointed to read that the "tip program would be cancelled because it was prohibited under law." Those individuals failed to note the date — it was April Fool's Day.

Report: Police Increasingly Ask Tech Firms for Help in Investigations

A new report released by the Center for Strategic and International Studies found that "local, state, and federal law enforcement made more than 130,000 requests last year for digital evidence from six top technology companies," according to Fortune Magazine.

If the number of requests made to Verizon, AT&T, and Comcast are added to those other six companies — Apple, Facebook Google, Microsoft, Twitter, and Verizon — the number of these requests is more than 660,000.

"The number of law enforcement requests, at least as directed at the major U.S.-based tech and telecom companies, has significantly increased over time," the report said.

The Washington-based think tank called for "a National Digital Evidence Office to establish national policies and support training programs on digital evidence collection as well as the development and distribution of analytical tools," the Fortune article said.

Panel Revokes Former Oregon Police Chief's Certification for 10 Years

The Oregon Board of Public Safety Standards and Training voted 14-to-4 to revoke former Portland Police Chief Larry O'Dea's police certification for 10 years for dishonesty.

City investigators allege that O'Dea misled investigators about his 2016 off-duty shooting of a friend. The administrative investigation by Portland's Independent Review office "found that O'Dea delayed reporting the shooting and then lied to investigators about the shooting while he was still chief," said a report on OregonLive.com.

In April, the same body refused to accept an earlier recommendation from its police policy committee to leave O'Dea's certification alone.

In a prepared statement, the board said that "O'Dea's conduct impacts his ability to be employed as a public safety professional because it violates the Code of Ethics, sworn and affirmed by him, to safeguard lives and property; to protect all persons against deception, the weak against oppression or intimidation and the peaceful against violence or disorder.''

O'Dea retired in June 2016 while he was under criminal investigation for the shooting.

Alabama Police Foundation Sets Up Fund for Officer's Cancer Treatment

The Police Benevolent Foundation and the Alabama Division of the Southern States Police Benevolent Association have created the "Officer Kevin Blue Recovery Fund," to help the six-year veteran of the Piedmont Police Department pay for treatment after being diagnosed with stage 4 brain cancer earlier this year, according to AL.com.

Blue was diagnosed with stage 4 multiform glioblastoma earlier this year after going to the doctor for memory problems — he was given six months to live.

"He is fighting so that he can see his nine-month-old grandson put on cleats one day," Blue’s sister — Kalisha Todd — is quoted as saying on the fund's website.

All donations to the fund are tax-deductible, with 100 percent of contributions going to Blue.

Off-Duty NYPD Officer Saves Woman and Her Dog from Fiery Car Crash

An off-duty NYPD police officer saved a 59-year-old woman and her dog from a fiery car wreck on the Taconic State Parkway in upstate New York early Thursday, according to the New York Post.

Officer James Talbert came upon the burning Toyota lying on its passenger side on the side of the road.

He used a glass breaker device on his keychain to shatter the sunroof and free the disoriented woman and her Yorkshire Terrier.

"I saw the flames getting bigger," Talbert told the Post, saying that his training immediately kicked into gear, adding that it "felt like a normal day on patrol."

AG Sessions Announces Release of Cyber-Digital Task Force Report

Attorney General Jeff Sessions announced on Thursday the release of a report produced by the Attorney General's Cyber-Digital Task Force.

The report provides "a comprehensive assessment of the cyber-enabled threats confronting the nation, and catalogues the ways in which the Department of Justice combats those threats," according to a DOJ press release.

Sessions established the Cyber-Digital Task Force — which is chaired by Associate Deputy Attorney General Sujit Raman — in February and directed the Task Force to answer two basic questions: How is the department responding to global cyber threats? And how can federal law enforcement accomplish its mission in this area more effectively?

The report:

  • canvasses a wide spectrum of cyber threats
  • defines the multi-faceted challenges posed by cyber-enabled crime
  • describes the department’s work in detecting, deterring, and disrupting threats
  • explains how the department collaborates with other government departments and with the private sector to respond to cyber incidents
  • explores how the department trains and maintains a skilled workforce

"The Internet has given us amazing new tools that help us work, communicate, and participate in our economy, but these tools can be—and frequently are—exploited by criminals, terrorists, and enemy governments," Sessions said in a written statement.

"At the Department of Justice, we take these threats seriously. That is why I am grateful to the members of the Cyber-Digital Task Force for providing me with this thorough, first-of-its-kind report, which comprehensively details the scope of the problem and provides initial recommendations on the most effective ways that the Department can confront cyber threats and keep the American people safe," he added.
