Medal of Honor presented to Tech Sgt John Chapman’s family

Bill to End Cash Bail Passes California Assembly

The Assembly passed a long-sought bill to end money bail on Monday, the same day that criminal justice reform groups that had been allies in pushing for the legislation pulled their support, reports the San Francisco Chronicle.

The bill, SB10, sponsored by state Sen. Bob Hertzberg, D-Van Nuys, would overhaul a system in which defendants are released depending on whether they have the money to post bail, which supporters say too often leaves low-income people in jail awaiting trial. SB10 garnered bare minimum support to pass the Assembly in a 41-27 vote and now moves back to the state Senate, which has two weeks to decide whether to send it to Gov. Jerry Brown's desk.

The American Civil Liberties Union of California and other groups that were supporters of the bill changed positions on Monday, saying amendments last week give courts too much power in deciding who should be released and will further exacerbate "racial biases and disparities that permeate our justice system."

Lawmakers said Monday that the prospect of ending the cash bail system outweighed those concerns.

Revisions to SB10 that were made on Thursday would tell local courts to create their own evaluation system for deciding who can be safely released while awaiting trial or sentencing. While ankle monitors or other conditions could be required for a person's release, those conditions would have to be nonmonetary.

VIDEO: All Suspects in Ambush Shooting of 2 New Jersey Officers Caught

All three suspects have been taken into custody in the ambush shooting that injured two Camden County, NJ, police detectives.

Ammar Hall, 26, and Alexander DeJesus, 19, were caught by U.S. Marshals in the Kensington section of Philadelphia on Tuesday, reports NBC 10 Philadelphia.

Juan Figueroa, 20, was arrested without incident over the weekend in Gloucester City, NJ.

The three have been charged with first-degree criminal attempted murder.

The two officers were working undercover in plain clothes when the attack happened, according to reports. Two of the men walked up to their unmarked vehicle and fired at least 10 rounds, hitting one officer in the hand and the other twice in the shoulder, reports indicate. Both have been released from the hospital.

Texas Officer Died of Heart Attack After Training

Police Officer Jarrod Friddle of the Cumby (TX) Police Department suffered a fatal heart attack following K-9 training with other agencies, according to ODMP.

He had spent approximately one hour in a bite suit during the training on July 9. Once the training finished he returned home where he collapsed. He was 40 years old.

Officer Friddle is survived by his wife, five children, and mother.

Minnesota Airport Police Apprehend Federal Air Marshal on Plane

A federal air marshal reportedly "flashed a gun in flight," prompting police to remove him from the plane upon arrival at the Twin Cities airport and to handcuff him on the tarmac along with a fellow marshal, authorities said Tuesday.

The apprehensions occurred Monday night after the nonstop United Airlines Flight 3531 from Newark, NJ, landed at the Minneapolis-St. Paul International Airport, according to the federal Transportation Safety Administration.

The marshal was "on official business onboard a flight [and] was mistaken for a passenger by a flight attendant," a TSA statement read. "Protocols for notification of law enforcement presence aboard an aircraft are in place to avoid incidents like this. TSA is working with the airline to determine the specific circumstances in this case."

However, communication between the cockpit and the MSP control tower that was captured by the authoritative website Liveatc.net revealed that it was confirmed onboard fairly quickly that both men were federal air marshals, and one of them "actually showed our flight attendant his gun," one of the pilots reported soon after landing.

"That is completely against SOP [standard operating procedure] for them to show their firearm,” the pilot added. “So that’s the reason we declared an emergency."

Airport spokesman Patrick Hogan said that airport officers were following protocol and it was up to federal and airline officials to explain why the flight attendant failed to realize the armed man was a federal air marshal. Those officials have yet to address how the misidentification occurred, reports the Star-Tribune.

Baton Rouge PD Adopts New Policy for Faster Release of OIS Videos

A year after the rollout of body cameras for all Baton Rouge police officers, the department has adopted a new policy for the faster release of officer-involved shooting footage and corresponding dashcam footage—aimed at increasing transparency and accountability with the public.

On Monday, Baton Rouge police announced their Public Release of Critical Incident Recordings policy, which creates a protocol for the review of any recordings from critical incidents involving an officer and requires a decision from the police chief within 12 days about its public release, reports the Advocate.

"Once the chief decides that the release will not interfere with the integrity of the investigation and/or prosecution, the Baton Rouge Police Department shall release the critical incident video evidence as soon as possible," a spokesman for the department wrote in the news release.

The new policy breaks from the agency's adopted practice of withholding all such video until the completion of the investigation and any possible prosecution—a process that has often taken more than a year to conclude.

"Transparency is essential in policing today," Baton Rouge Police Chief Murphy Paul wrote in a news release. "The public's expectations of law enforcement have evolved, and it is our duty to respond to their concerns."

Florida Deputy Dies After Being Hit on Department Motorcycle

Clay County, FL, Deputy Ben Zirbel has died after he was struck in a crash while on his sheriff's office motorcycle, authorities said.

Zirbel's wife said he was an organ donor and may save up to seven lives through his donation, reports News4Jax. "Ben's passion in life was to help people, which is why he became a sheriff's deputy," Anna Zirbel said. "Even now in this moment of our most painful grief, I'm happy to say that Ben is still helping people."

Deputy Ben Zirbel was in critical condition after the serious crash on Blanding Boulevard Sunday.

Troopers said Zirbel was on his sheriff's office motorcycle driving south when a truck with a trailer attached violated his right of way, crossing into Zirbel's path to make a left turn. Zirbel crashed into the trailer and was ejected from his motorcycle, according to the Florida Highway Patrol.

Zirbel was a 12-year veteran of the Clay County Sheriff's Office, husband, and father. He worked as a traffic deputy.

The FATS 300LE immersive virtual training system delivers virtual scenarios that train police officers in the split-second, use-of-force evaluations and de-escalation tactics they need to deploy in real-world situations.

The FATS 300LE includes five, free-standing flat screens, each with 150"x84" borderless projection surfaces arranged in a hexagonal format that creates a 300-degree virtual environment. A small entrance area completes the 360-degree circle.

The FATS 300LE's powerful software engine can support up to 20 simulated law enforcement weapons systems concurrently, including rifles, pistols, machine guns, and non-lethal deterrents like a TASER or pepper spray. The system syncs seamlessly with Meggitt's wireless BlueFire simulated weapons – with the form, fit, and function of a live weapon, including realistic recoil when fired. The system tracks weapon movement to provide trainers with detailed information for post-action reports.

NTOA to Hold Annual Conference in Milwaukee Next Month

The National Tactical Officers Association (NTOA) has announced several updates for its 35th Annual Law Enforcement Operations Conference, including the full lineup of incident debriefs, seminars and practical tracks.

With less than a month until the conference starts, the NTOA encourages attendees to register soon as courses are filling up quickly.

The conference brings together internationally renowned instructors, cutting-edge approaches to challenges faced by officers, a two-day trade show, and the opportunity to network and learn from peers over a six-day period.

More than 70 courses will be offered, including seminars, practical tracks and several contemporary incident debriefs. Topics include team management, risk mitigation, current case law and emerging trends in tactical operations. Attendees can choose from an outstanding selection of incident debriefs and seminars on patrol, leadership, current legal issues and many other topics.
